CTR Group is seeking a Cost Engineer - USACE Heavy Civil Construction for a Construction Company in the Staten Island, NY location.
Army Corps of Engineers experience is required.
Salary Range: $95K - $110K and Excellent Benefits
SUMMARY:
We are seeking an experienced Cost Engineer to support a major U.S. Army Corps of Engineers (USACE) civil‐works project on the South Shore of Staten Island. This role is responsible for all cost tracking, forecasting, reporting, and financial controls associated with the construction of large interior drainage ponds, detention basins, open‐channel culverts, stormwater structures, and sanitary sewer relocations.
The Cost Engineer will work directly with the Project Manager, field operations, Quality Control, and USACE representatives to ensure cost accuracy, schedule alignment, documentation compliance, and financial transparency throughout the life of the project
REQUIREMENTS:
- 3–5+ years of Cost Engineering experience in heavy civil construction, including:
- Earthwork, excavation, drainage, stormwater systems
- Utility relocations (sanitary, storm, water)
- Major site/civil infrastructure projects
- Army Corps of Engineers experience is required.
- Prior USACE project experience is required. Candidates must understand federal project controls, documentation, and reporting.
- Strong working knowledge of cost forecasting, earned value, productivity tracking, and unit‐price civil work.
- Experience preparing and supporting change order pricing, cost justification, and subcontractor cost evaluation.
- Proficiency in cost‐control software, Microsoft Excel (advanced), and project management tools.
- Experience coordinating with field teams, subcontractors, Quality Control, USACE engineers, and federal inspectors.
- Strong analytical, documentation, and communication skills.
- Must be able to work on site in Staten Island daily.
Preferred Qualifications
- Experience on storm‐resiliency, drainage infrastructure, or climate‐adaptation projects.
- Experience with RMS (Resident Management System) or federal cost‐tracking systems.
- Background supporting PMs on detention basins, culverts, pond systems, or large stormwater structures.
- Experience with NYC‐area civil construction or utility infrastructure is a plus.
