CTR Group is seeking a Quality Control Manager - USACE Heavy Civil Construction for a Construction Company in the Staten Island, NY location. Army Corps of Engineers experience is required.
Salary Range: $140K - $190K and Excellent Benefits
SUMMARY:
We are seeking a Quality Control Manager with 5+ years of USACE experience on complex heavy civil infrastructure projects (stormwater systems, drainage infrastructure, utilities, and water management). The Quality Control Manager will lead the USACE Construction Quality Management (CQM) program, ensure conformance with federal contract documents/specs, and maintain audit‐ready quality records.
Proficiency with the USACE Resident Management System (RMS) for quality documentation, submittal tracking, three‐phase control records, and reporting is required.
REQUIREMENTS:
- 5+ years of Quality Control / Quality Management experience on USACE or other federal heavy civil construction projects.
- Army Corps of Engineers experience
- Demonstrated experience on projects involving:
- Stormwater infrastructure
- Drainage systems
- Utilities and civil site work
- Water management facilities
- Strong working knowledge of federal construction documentation, inspection protocols, and testing standards.
Required Certifications & Training (Must Have)
All certifications listed below are mandatory. Candidates lacking any of these credentials will not be considered.
· NICET Level II or Level III certification in:
· Soils
· Asphalt
· Concrete
· ACI Concrete Field‐Testing Technician – Grade I
· Water Main Inspection Certification (DDC‐ACEC)
· CQM‐C (USACE/NAVFAC Construction Quality Management for Contractors)
· ASQ Certification in Quality Management (e.g., CMQ/OE)
· ISO‐9001 Lead Auditor Certification, recognized by ANAB
· Training on Federal Safety and Quality Standards, including:
· EM 385‐1‐1
· OSHA 30‐Hour Construction Safety
· First Aid / CPR / AED Certification
All certifications must be current and remain valid for the duration of the project. Verification will be required prior to site authorization.
Preferred Qualifications
Bachelor’s degree in Civil Engineering, Construction Management, or related discipline.
Experience with e‐Builder, Procore, or similar construction management platforms.
Experience with NYC agency standards (DEP, DOT, DDC, DOB) is a plus.
Strong written and verbal communication skills for government interface.
