CTR Group is seeking an Executive Construction Project Manager - Army Corps of Engineers, for a Construction Company in the Staten Island, NY location.

Salary Range: $165K - $230K and Discretionary Bonuses

SUMMARY:
We are seeking an experienced Senior Project Manager (Sr. PM) with a strong background in U.S. Army Corps of Engineers (USACE) projects and heavy civil construction. This role will lead the delivery of a major storm‐resiliency project in Staten Island, involving the construction of large interior drainage ponds, detention basins, open‐channel culverts, stormwater drainage structures, and the relocation of existing sanitary sewers.
This position requires a leadership‐level PM who can manage complex civil works, coordinate with federal engineers, and ensure compliance with all USACE, EM‐385, safety, environmental, and quality requirements.

REQUIREMENTS:
  • 10+ years of Heavy Civil Construction experience, specifically in projects involving:
    • Army Corps of Engineers experience is required
    • Stormwater drainage systems
    • Large-scale earthwork, excavation, grading
    • Pond/detention basin construction
    • Culverts, utilities, sewer/water infrastructure
    • Public‐sector civil/infrastructure projects
  • Direct USACE project experience is required — candidate must have served as PM, APM, or PE on federal civil‐works projects.
  • · RMS (Resident Management System) experience is required for USACE reporting and project controls.
  • USACE EM 385‐1‐1 Certification (or equivalent safety training) required or must be obtained prior to mobilization.
  • Professional certification required: 
    • P.E. (Professional Engineer) or
    • PMP (Project Management Professional) or
    • CCM (Certified Construction Manager)
  • Demonstrated ability to manage $20M–$100M+ heavy civil projects with complex utilities, drainage, environmental requirements, or federal oversight.
  • Strong knowledge of project controls, scheduling (Primavera P6 preferred), federal submittal processes, and QMS documentation.
  • Experience coordinating with environmental teams, utility agencies, municipal regulators, and federal inspectors.
  • Excellent communication, leadership, and documentation skills.
  • Preferred Qualifications
  • Experience with storm‐resiliency or climate‐adaptation infrastructure.
  • Familiarity with NYC agencies (DEP, DOT, DDC) and urban heavy civil operations.
  • Experience with large‐scale excavation, drainage basins, culverts, and resiliency structures.
